Since its establishment in 2022, Safety Training Consultants has been dedicated to delivering top-quality technical training for both public and private emergency response agencies. Our team of instructors are not only experts in their respective fields but also remain active practitioners, ensuring they stay current with industry standards and the evolving needs of today’s emergency response professionals.
We pride ourselves in creating experiences that are both engaging and authentic. By incorporating complicated, realistic scenarios and utilizing state-of-the-art training props, tools, and equipment, we aim to prepare our students for the real-world challenges they may face. Our goal is to foster an environment that encourages learning, critical thinking, and skill mastery, ensuring our students are equipped with the knowledge and confidence needed to excel in the field. Zac Graydon
Kevin Cullison started his fire service career with UC Davis Fire Department in 1999 and was a member of the Hazmat Team. He worked for Sacramento Fire from 2005 to 2010 and was a member of the Hazmat and Technical Rescue Teams. He is a member of FEMA USAR CATF7 and serves as the hazmat manager. He has worked in Roseville since 2010 and currently manages the Hazmat Operations and Hazmat Training Programs. He sits on Firescope and is Deputy Chair of the FEMA USAR Hazmat workgroup for the 28 national USAR Task Forces. He is the CEO of Safety Training Consultants.
Zac Graydon is an Engineer-Paramedic with the Roseville Fire Department. He serves as a Hazmat Specialist on Roseville’s Regional Type 1 Hazmat Task Force. He is a registered instructor for CSTI Hazmat Technician/Specialist series. He is also a member of Sacramento’s FEMA Urban Search and Rescue CA-TF7, where he serves as a Hazmat Team Manager.

Leo Borishkevich

Case Tanaka
Leo Borishkevich is a first generation Ukrainian immigrant, moving to the Sacramento area in 2000. He began his fire service career in 2016 and currently works for Roseville Fire Department, assigned to Station 1, at the HAZMAT Task Force. He has been assisting with HAZMAT instruction for several years.

Alex Kleefeld
Alex Kleefeld is an Engineer-Paramedic with the Roseville Fire Department. He serves as a Hazmat Specialist on Roseville’s Regional Type 1 Hazmat Task Force. He is also a member of Sacramento’s FEMA USAR CA-TF7, where he serves as a Hazmat Specialist.

Jeff Sutton
Jeff Sutton is an 18-year veteran of the fire service. He serves the City of Roseville as a fire captain where he has been a Hazmat Specialist since 2010. He has been a hazmat instructor since 2018 teaching Hazmat Technician/Specialist, Hazcat, and Tank Car Safety Courses.

Chris Tavenner
Chris Tavenner is an Engineer-Paramedic with the Roseville Fire Department. He serves as a Hazmat Specialist on Roseville’s Regional Type 1 Hazmat Task Force. He is active in Hazmat Technician and Specialist courses, as well as Tank Car Safety Courses.

Located at the Sacramento Fire Special Operations Training Facility, the Safety Training Consultants grounds cover a sprawling 5-acre site dedicated to providing advanced hands-on training for hazmat and fire safety professionals. The facility is equipped with cutting-edge simulation equipment designed to replicate real-world hazardous scenarios, ensuring comprehensive, practical training for emergency response teams and industry specialists.
Our training grounds feature:

Full-size railcar emitting leaks of water, compressed air, and smoke from multiple protective housings to simulate railcar incidents.

Highway transport vehicle fleet, including a variety of specialized tanks:
